Commercial painting in Miami
In the City of Miami, paint and similar finishes are on the permit-exempt list, yet the city says a permit is needed once the work affects the stucco. In its nine historic districts, a Certificate of Appropriateness asks for a paint sample with the maker's color name and code.
The line Romco watches on a City of Miami repaint is the stucco. Paint alone is exempt, but cracked or loose stucco found during prep turns the job into permitted work. Romco walks the walls before the quote is final, marks where stucco repair is likely, and tells you whether the city will want a permit.
The city lists nine historic districts: Bayside, Beverly Terrace, Buena Vista, Downtown Miami, Lummus Park, MiMo/Biscayne Boulevard, Morningside, Palm Grove and Riverview. The MiMo district runs along Biscayne Boulevard from NE 50th Street to NE 77th Street, with a period of significance of 1923 to 1967. A new color there goes through a Certificate of Appropriateness, which the city says is not a building permit and is only part of the permitting process.
Exempt is not the same as unregulated. The city's exemption page says work without a permit must still be done to building code, safety rules, and zoning and flood regulations. Romco plans access, surface prep and wash water to that standard on a Miami job whether a permit is pulled or not.

Painting is exempt from a building permit unless it affects the stucco. A designated historic property also needs a Certificate of Appropriateness, and the application asks for a paint sample with color name and code.
Read the sourceCity rules change, and a rule for houses does not always reach commercial buildings. Romco checks the current requirement with the city before ordering paint. The county-wide picture is on the Miami-Dade permit guide

Questions
Commercial painting in Miami
When does the City of Miami ask for a permit to paint?
Not for paint alone. The city exempts paint and similar finishes, but a permit is required if the work affects the stucco. In a historic district the building also needs a Certificate of Appropriateness. Romco checks both points before the quote is final.
What does a commercial repaint cost?
It depends on surface area, height, access, the condition of the substrate and the rules at the address. A coastal tower on swing stages and a one-story strip center inland are different jobs. Romco walks the building, writes the scope down and quotes that scope. No figures appear on this site because a number given before the walk would not hold.
What if the building has lead paint?
The federal RRP rule covers work that disturbs painted surfaces in pre-1978 housing and in child-occupied facilities, such as a pre-1978 building where children under six come regularly, and that work needs a certified firm. OSHA's lead standard covers painting as construction work in any building. Romco checks whether the rule applies and arranges a qualified firm when it does.
How long does a commercial painting job take?
No date is promised up front. The schedule hangs on approvals such as a Coral Gables Board of Architects review, on how much of the building can be closed off at once, and on rain between May 15 and October 15. Romco gives a sequence with its dependencies once those are known.
